ainsi qu'en 2\u00e8me phase l'am\u00e9nagement de 642 logements.<\/span><\/span><\/p><p><span style=\"font-family: Cambria, serif;\"><span style=\"font-size: large;\">Cependant, la demande de logements continue d'augmenter en raison de facteurs objectifs tels que la revitalisation de l'\u00e9conomie et son ouverture ainsi que la croissance d\u00e9mographique.<\/span><\/span><\/p><p><span style=\"font-family: Cambria, serif;\"><span style=\"font-size: large;\">Sur une population de 1 066 809 habitants, plus de 700 000 r\u00e9sident principalement dans la capitale et la banlieue riveraine de BALBALA. Avec une croissance annuelle moyenne de l'ordre de 4,5% r\u00e9sultant \u00e0 la fois des effets combin\u00e9s de la croissance d\u00e9mographique et de la migration interne importante, les besoins en logements sont estim\u00e9s \u00e0 plus de 5 000 nouvelles unit\u00e9s par an.<br \/><\/span><\/span><\/p><p><span style=\"font-family: Cambria, serif;\"><span style=\"font-size: large;\">Aussi, pour rem\u00e9dier \u00e0 cette situation, le gouvernement a fix\u00e9 des objectifs coh\u00e9rents :<br \/><\/span><\/span><\/p><ul style=\"font-family: Cambria, serif; font-size: large;\"><li>Ma\u00eetriser l'urbanisation et promouvoir un d\u00e9veloppement urbain \u00e9quilibr\u00e9 par la cr\u00e9ation de communes dont le r\u00f4le est d'encadrer les populations, mais aussi de contribuer \u00e0 l'organisation urbaine et \u00e0 la planification du d\u00e9veloppement des villes.<\/li><li>Am\u00e9liorer la vie des populations des quartiers pauvres et favoriser leur acc\u00e8s aux services de base par la r\u00e9alisation d'un programme de logements sociaux sur les \u00e9tapes pr\u00e9vues en collaboration avec les partenaires financiers concern\u00e9s par les d\u00e9veloppements \u00e9conomiques et sociaux de la R\u00e9publique de Djibouti.<\/li><li>Programmer la r\u00e9alisation par \u00e9tapes avec l'aide des institutions concern\u00e9es par le d\u00e9veloppement de l'habitat social dans la capitale et les ports vers les quartiers de l'int\u00e9rieur des familles \u00e0 faibles revenus.<\/li><\/ul><p><span style=\"font-family: Cambria, serif;\"><span style=\"font-size: large;\">Toujours dans l\u2019optique de la mise en place de logements d\u00e9cents, la Banque Mondiale vient d\u2019accorder \u00e0 la R\u00e9publique de Djibouti un financement \u00e0 hauteur de 20 millions USD dans le cadre d\u2019un projet d\u00e9nomm\u00e9 \u00ab Programme Z\u00e9ro Bidonville \u00bb, qui est un programme int\u00e9gr\u00e9 de r\u00e9sorption de l\u2019habitat insalubre concernant la restructuration et la mise \u00e0 niveau des anciens quartiers et de Balbala. Ce programme ambitieux permettra de r\u00e9soudre le probl\u00e8me de l\u2019habitat pr\u00e9caire et d\u2019am\u00e9liorer durablement les conditions de vie des populations.<\/span><\/span><\/p><p><span style=\"font-family: Cambria, serif;\"><span style=\"font-size: large;\">Ce secteur est class\u00e9 deuxi\u00e8me en mati\u00e8re d\u2019absorption de fonds, et a d\u00e9caiss\u00e9 1 837 296 047 FDJ, soit 10 321 888 USD.<\/span><\/span><\/p><p><span style=\"font-family: Cambria, serif;\"><span style=\"font-size: large;\">Le projet mille logements sociaux, financ\u00e9 par le Fonds Saoudien de D\u00e9veloppement, a pour objectif de faire face au d\u00e9ficit de 30 000 logements estim\u00e9 pour la R\u00e9publique de Djibouti. Le projet vise \u00e0 construire 1 000 logements sociaux sur des immeubles R+3 comprenant 60 % de logements de type R3 et 40 % de logements de type R4, sur un site situ\u00e9 au nord de PK13. Le projet identifi\u00e9 propose :<\/span><\/span><\/p><ul style=\"font-family: Cambria, serif; font-size: large;\"><li>L\u2019assistance technique par un bureau d\u2019\u00e9tudes et de supervision n\u00e9cessaire \u00e0 la r\u00e9alisation des \u00e9tudes d\u2019ex\u00e9cution du projet et le suivi et contr\u00f4le des travaux ;<\/li><li>La r\u00e9alisation des travaux d\u2019am\u00e9nagement et de viabilisation du lotissement (voirie, eau potable, \u00e9lectricit\u00e9) ;<\/li><li>La construction d\u2019environ 1 000 logements \u00e0 caract\u00e8re social.<\/li><\/ul><p><span style=\"font-family: Cambria, serif;\"><span style=\"font-size: large;\">Dans le cadre de la construction des logements sociaux, le Fonds Arabe pour le D\u00e9veloppement \u00c9conomique et Social a accord\u00e9 un financement \u00e0 hauteur de 6 millions de Dinars Koweitiens \u00e0 la R\u00e9publique de Djibouti le 7 avril 2015.<\/span><\/span><\/p><p><span style=\"font-family: Cambria, serif;\"><span style=\"font-size: large;\">Le projet vise \u00e0 contribuer \u00e0 la r\u00e9duction de la crise du logement dans la ville de Djibouti et \u00e0 r\u00e9pondre \u00e0 la demande croissante de logements pour les familles \u00e0 faible revenu. Il fait partie d'un programme int\u00e9gr\u00e9 pour la construction d'environ 5 000 logements \u00e0 l'ouest de la capitale.<\/span><\/span><\/p><p><span style=\"font-family: Cambria, serif;\"><span style=\"font-size: large;\">La phase de d\u00e9marrage est entam\u00e9e : l\u2019\u00e9tude est r\u00e9alis\u00e9e, l\u2019entreprise des travaux et celle de supervision des travaux sont recrut\u00e9es. Une fois le recrutement termin\u00e9, un probl\u00e8me d\u2019ex\u00e9cution des travaux s\u2019est pos\u00e9 du fait que le FADES refuse de financer les 1 000 logements et propose de r\u00e9duire le nombre de logements sur la base de l\u2019accord de pr\u00eat de 6 millions de Dinars Koweitiens. Alors que sur l\u2019accord de principe, il \u00e9tait pr\u00e9vu que le FADES accorde 10 millions de Dinars Koweitiens et les Dossiers d\u2019Appels d\u2019Offres ont \u00e9t\u00e9 lanc\u00e9s sur cette base. Le Gouvernement a utilis\u00e9 4 millions de ce fonds pour combler le gap du projet du port de Tadjourah, qui \u00e9tait urgent et en cours d\u2019ex\u00e9cution. Des discussions sont men\u00e9es \u00e0 ce jour pour trouver une solution ; le gouvernement souhaite que le FADES puisse mobiliser le gap afin que les travaux de construction des 1 000 logements soient lanc\u00e9s comme pr\u00e9vu.<\/span><\/span><\/p><h2><span style=\"font-family: Cambria, serif;\"><br \/>Financement de logement \u00e0 Djibouti<br \/><\/span><\/h2><p><span style=\"font-family: Cambria, serif;\"><span style=\"font-size: large;\"><br \/>Djibouti est un petit pays aride de la Corne de l\u2019Afrique avec une population d\u2019environ 1 066 809 en 2024. On estime que 78 % de la population vivait dans des zones urbaines en 2021, ce qui en fait l\u2019un des pays les plus urbanis\u00e9s au monde.
